Require Bun 1.4.4 for repository tooling and use its built-in formatter.

Repository formatting now runs with bun fmt while ESLint continues to own linting. Generated consumer templates retain their existing runtime floor and quality tooling. Public npm packages remain installable with Node package managers without a Bun preinstall guard.
